Text Box: Recent Changes to the Graduated Licensing Law:

The 2nd phase of the Graduated License Law will go in to effect April 1, 2007.

Teens who received their permit on or after 10/01/2006 are effected by the new law.
Teens must drive a minimum of 60 hours with an adult over 21 and must keep a log of the activity
10 hours of the driving must be at night. Behind the Wheel Instruction with a driving school can be included as practice time it must be entered in the log.

After holding the permit for 180 days a teen may take the road test for an intermediate license.
1. The teen must take the activity log to Bowman Field at the time of the road test.
2. The training log that the state prefers you use is the one in the drivers manual.
3. If you choose to use a piece of plain paper it must be itemized with dates, times and driving
recorded as separate entries. Totally 60 hours/10 at night.
4. A parent/legal guardian will have to sign and attest to the signature and the entries in front of the
examiner.
5. The state will accept a notarized signature of a parent or legal guardian as of 10/10/2006.
6. If the permit holder passes the road test the examiner will place a sticker on the permit over the IP to designate this is an IM intermediate license.
7. The new driver will have to have an entry made by the Circuit Court clerk recording the successful
completion of the road test and the issuance of the intermediate license.
8. During the intermediate phase of the driving a new driver is allowed only one unrelated passenger
under 20 years of age in the vehicle, if they are the one operating the vehicle.
9. Driving is restricted after midnight and before 6:00 a.m. Unless there is just cause such as work.
10. The new driver must complete the 4 hour graduated licensing safety class within one year of receiving the permit.
11. A driving school can take a teen for the road test , the parent/legal guardian must either sign the
activity log in the presence of a KSP examiner or have their signature notarized as of 10/10/2006.

What becomes of the activity log after the road test is completed?
The training log is invalidated by the KSP examiner and returned to the applicant, parent/legal guardian or driving school to be retained if further testing is required.

Serious Moving Violations:
Under the new law if a teen driver receives a traffic citation in the permit or intermediate phase
of the driving the 180 days period begins again from the date of conviction. If a serious violation occurs the 180 days starts over from the date of conviction. Serious Moving Violations refer to infractions such as: speeding, reckless driving, disregarding stop signs/traffic control device and other infractions that result in point assessment. Conviction must occur. Traffic School may overturn convictions. Traffic school cannot substitute for the 4 hour graduated licensing safety class, when attending traffic school for a traffic citation.


Out of State Transfers of Permits
Applicants transferring in from out of state fall under the Graduated Licensing Regulation if the out of state permit was issued after October 1st. Kentucky will honor the time the permit was held in another state.
